Cossacks: experience of personnel management

As the social and economic tasks facing any state become more complicated, the importance of human resource management increases, and the requirements for personnel policy increase. Its effectiveness is determined not only by the use of modern methods, but also by the application of traditional practices available to the state apparatus and to certain regional, national, and professional groups. In the Russian Federation there is a unique management experience of the Cossacks, which can be called personnel management. At present, this experience is in demand both by Cossack associations and the Russian state.

Cossacks and the geopolitics of civilizational frontier: space terminology questions

The Cossacks formed in a particular geo-political zone. Such areas have received in historiography the name of the frontier. They had specific features of civilizational fault. The development of these lands required not only special skills, but also a clear understanding of the geopolitical importance of securing frontier areas for the states.

State and confessional relations in the changes conditions of the Russian statehood (the end of the 19th century – the beginning of the 1940th)

At the end of XX – the beginning of the 21st century presence of the Russian Orthodox Church within the civil society, and also a form of government relations and local governments in the spiritual and cultural sphere has extended and became more active.
Religion, being a factor of private, public and state life, plays an important role in the history of the people, their spiritual culture. Therefore the religious question always remained in the center of attention of the power and found the embodiment in the policy both the states in general, and its regions.
In the Russian society there were periods of not only suppression of religiousness, but also a dialogue of the orthodox clergy and the government. The interest in religious culture, in particular orthodox has considerably increased in the modern conditions.
The present article is devoted to reflection of the state and confessional relations in the conditions of change of the Russian statehood.

Forefathers of the 17th century Berezovsky Cossacks dynasties

The descendants of many Berezov atamans and Cossacks of the first decades of its existence subsequently carried there service (as in Tomsk, Yeniseisk, Tobolsk, Yakutsk), sometimes even in the 18th century. Among these atamans and Cossacks there are, in particular, the Argunovs, Likhachevs, Kokoulins, Torlopovs, Fofanovs, Shakhovs who, as well as their sons, grandchildren, great-grandchildren and other relatives (sometimes become boyar children, who served as an aristocracy in Asia) Played an important role in the development of the north of Western Siberia, especially the Yenisei region, and the consolidation of the vast territory of the Berezovsky uyezd and neighboring lands for the Moscow state.

Geopolitics as a factor of international relations

Geopolitics in international relations is a multicomponent phenomenon that requires careful attention. We consider it important to determine that the political process is inextricably linked with the relationships of actors, including interested groups.
In this article, theoretical and applied aspects of the study of international relations are examined in the context of the hepolitical management vector. We pay special attention to the question of Crimea joining the Russian Federation as a unique precedent of world political reality. Accordingly, our research interest is determined by a wide range of issues: the theoretical and applied aspects of political management.

Prospects for Sweden and Finland to join NATO

The European security system has been in deep crisis for several years. NATO seized on the “Russian threat”, justifying its existence. Donald Trump, who declared the Alliance “an out-of-date” organization and scared the European allies well, in April 2017 changed the position and supported NATO. At the heart of the security crisis in Europe, which undermines its global competitiveness, lies the crisis of old thinking. The Euro-Atlantic community is sliding towards the stereotypes of the Cold War, instead of rethinking the future of Europe in a global world that has long grown out of the patterns of Eurocentrism. Obviously, NATO is trying to include Finland and Sweden in its orbit, however, Russia is looking for options to counter this. However, at the moment everything is going to the fact that Russia will have to strengthen the border with Finland.

Housing policy in Russia in the 90th of the XX century

In the present article the state of the housing sphere in the 90th of the 20th century when problems in the housing and communal services have gained national character is reflected. Extremely low efficiency was the main sign of the Russian housing and communal services. The author has provided the proofs that from the beginning of economic transformations of the 1990th the gap between the potential need of population for the well-planned housing and a level of the real income was formed. The lack of housing, its incomplete improvement, interruptions in rendering the utilities in power and water supply led to decline in the quality of life, inefficiency of social production. Tens of complaints to a poor quality of housing and public service went to the local and central authorities of all levels. Overcoming the crisis state in housing was a key question of the state policy in the housing and municipal sphere.
The main results revealed during the analysis of realization of the state housing policy on the example of the Far East of Russia have allowed the author create conclusions about the negative and positive measures taken by the state in the 90th of the 20th century, difficult for the country, and to present them in this article.
