Surgut Ataman Tugarin Fyodorov: arguments about some of the military and administrative episodes

In continuous military and administrative activities of the most famous Surgut Ataman T. Fedorov due to a small number of surviving sources much remains unclear. A critical analysis of Fedorov’s petition (1626) and chronicles makes us deny the earlier expressed opinion that he endured a year of “state service” in Tomsk and Yenisei prison. The ataman appeared to be a Cossack of Ivanov’s village in Pelyma, and then in Surgut, where he took part in the construction of these cities. He also was I.I. Kolemin’s subordinate, and later, years after, helped build Ketsky prison, being a subordinate of Lodygin M.V. In these jails Fedorov, in all likelihood, had the so-called “yearly service”, in particular, on the eve of the Time of Troubles (at the time a chieftain fought with Bolotnikov’s troops and “Lithuania”, to capture Moscow) and when it was nearing its end. Although Fedorov’s petition asking for his resignation was rejected, the city authorities recognized his achievements in “conquering” Siberian lands, - judging by the size of the money and grain salary that the Surgut ataman was receiving.

On the question of policy historiography of the state in Siberia before and during the NEP

The article considers the problem of reflection in the national historiography of the state policy in Siberia on the eve of and during the NEP. The author identifies several approaches in the light of the subject: regional, situational and systemic. He stops on the merits and benefits of each. The author speaks about characteristic descriptions of the methods and models of management studies in imperial and Soviet Siberia. The author distinguishes two stages in the study of this problem of historical science, and provides an overview of works devoted to the establishment of public administration. The historiographic overview reveals those aspects of the problem, which are not investigated enough.
It is argued that it is necessary to turn to the study of the implementation of the new economic policy in relation to Siberia and to the determination of the region’s place in the internal policy of the state of the 1920s.

Reformation of shore batteries and strengthening of the terrestrial defense system in the frame of COP before the defense of Sevastopol

This paper is mainly discussing the history of the transformation of costal batteries and the reinforcement of land-defense systems.
In the military tradition of Russian-Soviet period, Sevastopol has been the naval and coastal base, which has guaranteed supremacy in the Black Sea. Sevastopol’s defense has been realized with the help of the fleet and the shore defense system. Unlike the Crimean War of 1853-1856, the goals of defending Sevastopol during the Great Patriotic War were much more complicated. They were mainly connected with the warfare at land, sea and air. Because of absence of the land-defense and a lack of establishing of defense systems before the battle of Sevastopol, the transformation and strengthening of shore batteries with land-defensive aims became of extreme importance.

Cultural foreign policy of Russia and China

This research involves comparison of cultural foreign policies between Russia and China. The article analyses the development of both Chinese and Russian cultural foreign policies. The author overlooked all the documents concerning cultural diplomacy of two countries, and tried to give advice to Chinese government on cultural foreign policy.

US-Korean military alliance under President Lee Myung Bak: “a new” globalization and the “old” challenges

The article analyzes the changes within the US-South Korea alliance during the Lee Myung-bak presidency. After coming to power in 2008, he radically changed the country’s foreign policy and stopped “sunshine policy” that aimed at rapprochement with North Korea. These changes directly affect the development of the US-South Korea military alliance. Globalization became the main trend of the alliance. Allies began searching for new missions not only on Korean peninsula but the whole world.

The universal language of mankind: communication codes of folk dance

In addition to regular languages as a means of verbal communication, mankind has a lot of non-verbal communication means. Dance is one of the most beautiful and challenging among them, because it combines a language of gestures, movements, music and costume. Folk dances can be considered as a meaningful statement of nature of a particular ethnic community, characteristics of labor and festive life of people. Just as endangered languages, dances disappear. Therefore, efforts are being made to preserve and transfer the culture of folk dance to the next generation.

On the formation of the concept of Orthodox pilgrimage to the Holy Land

In the article we analyze Russian Orthodox pilgrimage to the Holy Land. A brief historical analysis of the organization of pilgrimage through the activities of Russian representatives in Palestine is presented. The author proposes to form a new Church concept, which could capture and disclose in detail the meaning of the notion “pilgrimage” to the Holy Land for modern Christians.
It is concluded that it is necessary to create a new approach in defining pilgrimage as a spiritual practice. Perhaps, we need a new theological vision of pilgrimage in the modern world, which is the first place requires an alliance of church-wide efforts in unification of understanding the notion “pilgrimage” for a Christian. Based on these assumptions, the author argues that the activity of some pilgrimage organizations cannot help but provoke worries, because they are not always competent in this business.
