The competence of the teacher in terms of digitalization of education

National education in the socio-political life of the Russian province in XIX - XX centuries
The result of the actions and initiatives of the Tatar reformers and educators of the late XVIII – XIX centuries. was the restructuring of the Tatar society, which led to a gradual change in the education system, the creation of modern Tatar literary language and periodicals in the Tatar language. These reforms led to the emergence of a qualitatively new group of Muslim elite – the national secular intelligentsia. The Muslim newspaper wrote about the significant role of the intelligentsia. "No one will deny that a huge driving force in the progress of a state, a nation plays a huge role intellectuals, dedicated to the service of the Motherland and the benefit of their nation. ...In order to awaken the self-consciousness of a nation, it is necessary to explain its position to it in its native and understandable language. Thus, knowledge of the language, knowledge of literature, the word knowledge of the psychology of the people, which should serve the intelligentsia, are an essential necessity and important conditions of the case.".

The First Boer War of 1880-1881 and English society
This article discusses the events of the first war for the independence of the Boer republics from English domination in the South African region in 1880-1881 and the reaction of British society. The main reasons, prerequisites and main stages of the subsequent military actions are covered in detail. The author also analyzes public opinion, the political decisions of the ruling cabinet and their implications for the further course of the war and its results based on periodicals and parliamentary debates, in which the interests of various sections of British society are clearly displayed.

The use of cliometrics in historical science
The article is devoted to the problem of using quantitative methods in historical science. The process of formation of cliometrics as a scientific discipline in the United States and Russia is considered. The description of the main areas of application of quantitative methods in modern historical science is carried out: reconstruction of the dynamics of the historical process, information about which has not been preserved in sources in sufficient volume; analysis of the historical alternative is the content of the second direction; fixation and analysis of the results of social transformations and reforms in history. The mechanisms of using the dynamic systems approach in the study of historical processes P. V. Turchin are considered. Particular attention is paid to the scientific work of Russian historians on the compilation of retro-predictions. The great contribution of historians of the Faculty of History of St. Petersburg University is noted in the creation and maintenance of a publicly accessible research information system containing a significant array of Russian chronicles.

The international crisis of Iranian nuclear program and the Russian-Iranian relations
The article deals with relations of the Russia and Iran in the nuclear energy within hard crisis around the Iranian nuclear program. It is concerned with the analyses of Russian-Iranian relations and its evolution and potential opportunities in the conditions of international pressure. After coming of the Trump to the post of USA’s president and changing of the government administration’s foreign policy for the Iran situation was changed. It is known that 8 May 2019 Trump announced that USA is going out from the Joint Comprehensive Plan of Action and renewed the sanctions against Iran. So the situation became very obscure for the success of the development of negotiation process about Iranian nuclear program with other countries from the G6. Russia as the main partner of the Iran in nuclear energy is playing special role of the finding solution for this crisis. This make this theme very actual and it is needed to study more about the development of Russian-Iranian relations in modern world conditions. This situation and other regional crises bring together the positions of Russian Federation and Islamic Republic of Iran. Generally, it seems that the Russian-Iranian relations now expanding and it is going to the new level of strategic partnership.

The role of the cooperation of UNICCO and Azerbaijan in the development of international relations of Azerbaijan
The article examines the establishment and development of relations with international organizations of the Republic of Azerbaijan in the context of cooperation with UNESCO, the main areas of cooperation. The article analyzes the activities of the Heydar Aliyev Foundation to strengthen cooperation between Azerbaijan and UNESCO. The article explores the activities carried out by Azerbaijan to promote the further development of international humanitarian cooperation, strengthening the work of UNESCO in the field of intangible cultural heritage, education and science, intercultural dialogue and multiculturalism.

"Seventeen – twenty-two" comedie russe, or: bloody drama with prologue and epilogue
The blatant evidence of the rural nature of the way of life of Russia not only became the reason for the actualization of the agrarian question in the political projects of the Empire, but also gave rise to a significant number of interpreters and projectors in the educated layers of society, who struggled in the field of "improvement" of rural life, which, since the time of the Great reforms, has become a kind of national hobby, which has made up the trend of the discursive formation of domestic modernization. Liberals and guards, writers and engineers suddenly felt the need to either pull out : "...a significant part of the population from the idiocy of village life," or include : "peasant in the overall system of socialist economy." However, in the final all the same it was supposed: "...deadly blow of agricultural backwardness, barbaric isolation of the man and idiocy of rural life".

The peculiarities of the formation and functioning of the Middle Eastern and North African think tanks
The article is devoted to the main features of the formation and functioning of think tanks based in the Arab East countries, as well as to the problems these think tanks faced to in their activities. Particular attention is paid to the issues of the research conducted by the Arab think tanks. The authors conclude that despite its small number and limited resources, the Arab think tanks seek to develop actively and contribute to the decision-making process.
