About the geostrategic significance of the Kuril Islands of Russia at the end of world war II from the position of the military and political leadership of the United States

The article examines the geostrategic significance of the Kuril Islands, as well as the place of the United States in the formation of the Kuril agenda at the end of world war II. Based on archival documents first introduced into scientific circulation (secret note Of the Committee for Far Eastern Affairs of the US state Department) and received in the Archive of the President of the Russian Federation, the author analyzed the main positions of American geopolitics in the issue of using the Kuril Islands for strategic purposes. The interdisciplinary nature of this research work determines its scientific significance, since this issue is considered in the process of studying Russian history both in Russian universities and in departmental educational institutions of the country.
The purpose of the research is to show the actualization of the issue of strengthening the interests of the United States to establish American military control over the Southern Kurils, as well as the strategically important sea of Okhotsk through its protectorate in relation to Japan.
This research is based on the dialectical method of cognition, which allowed us to consider the facts and phenomena of concrete historical reality in its integrity, inconsistency and development. From the special methods, the comparative-historical, historical-genetic method, and system approach were used. Theoretical interpretation of the phenomenon of regional integration in the context of contemporary international relations

The article is devoted to the actual problem of changing of the theoretical ideas regarding the phenomenon of regional integration. The phenomenon of interstate integration in its modern sense arose relatively recently, at the end of the 1940s and the beginning of the 1950s, and throughout the entire period that has elapsed since that time, it has been repeatedly critically rethought, refined and specified. The authors carefully analyze the theoretical developments of various scientific schools and scholars dealing with this problem, and come to the conclusion that, in spite of the definite ideological attitudes that are present in the majority of studies, a relatively holistic understanding of regional integration has been singled out, which allows us to treat this phenomenon relatively objectively, to give fair assessment of the dynamics of the development of a particular regional association, its achievements and system problems.
The authors paid special attention to the theoretical developments of European scientists, which are substantiated by two historical reasons: first, by the 20th century, when the first supranational models of regional integration associations began to appear, it was the European countries that achieved the highest results of national development. Secondly, the European experience of economic and political integration on general recognition is the most successful at the present stage of historical development, in terms of the degree of integration its participants surpassing all other models of regional integration, therefore, the conceptual developments created on the basis of analysis and research of European integration have a significant share of universality. At the same time, in the authors’ opinion, the process of inter-state integration is not only a theoretical phenomenon, but is more a phenomenon of real life, requiring constant comparative analysis and critical rethinking; moreover, integration, being part of the overall system of interstate relations, accompanies the ideological and political struggle of various ideologies, political systems and various political leaders.
Keywords: phenomenon of regional integration, modern theories of regional integration, interstate relations, ideological and political struggle, European integration.
