Influence of competential modular technologies on the formation of the sphere of professional activity of graduates of higher education

Conflicts continuing: the situation of refugees of the conflicts zone of Africa
This article will focus on highlighting the conditions in which refugees are often found as a result of wars, conflicts, and the presence of political opposition in Africa. The article indicates the contribution to this issue of the countries of this continent, as well as organizations such as the African Union and the United Nations.
The question of the living conditions of refugees is a point where we do not particularly linger or, at least, we do not do too much effort (at all levels) to change it. Wars are born, conflicts arise, opponents grow and even if they can often be long periods, any amount of effort must be found such solutions to stop the fire. But usually we are not inclined to realize that there is a "post-war", and that the lives of thousands of people after such events are completely upset. Refugees lose their homes, lands, families, individuals, but they have a right to the future. This article highlights the heinous conditions in which refugees live, forced to give up everything to save their lives, often in refugee camps without drinking water, food, care and security, whereas we live in 2018, when modernization is complete running.
Despite the fundamental principles underlying the protection of refugees, which are the subject of the 1951 Geneva Convention and its 1967 protocol, as well as the work of the Organization of African Unity governing specific aspects of refugee problems in Africa, the protection of refugees in Africa faces many abuses, including police repression, abusive or arbitrary detention, xenophobia, racism and sometimes evictions.

Higher historical education as a factor of formation socio-cultural environment in Astrakhan in 1917-1991
The subject of research is the evolution of the content, technologies and conditions for the development of higher historical education in Astrakhan. The object of the study is the historical experience of the development of the regional system of higher historical education. The authors consider in detail such aspects of the topic as the features of the formation and search for forms of organization of the system of higher historical education in 1917-1991. Particular attention is paid to the study of personnel, organizational and methodological resources for the development of higher historical education on the example of a separate region. It is emphasized that higher historical education is also a significant factor in the formation of the socio-cultural environment as a whole.
The methodological basis of the research is made up of the principles of historicism, scientific objectivity, systemic and complex nature, which allow us to study the evolution of the system of higher historical education.
The main conclusions of the study are the features of the development of the regional system of higher historical education for several decades.
The novelty of the research is a rethinking of the conceptual foundations, tasks and key directions, as well as the results of the development of the system of higher historical education in Astrakhan during the period under study.

Family and family traditions of the Cossacks
The system of spiritual and moral values in the Cossacks is given a very special role. After all, the basis of the ideology of public service of the Cossacks are family traditions. Cossacks, first of all, are the people, but not group of soldiers. In modern society, the Cossacks are engaged in the same as the rest of the Russians: serve in uniform or work in civilian industries. Cossacks live traditions and pass them on to their children. It is difficult to understand the ideology of the Cossacks, without studying its fundamental values – the family. Cossacks from time immemorial treated other people's children as their own, even if they were born from a non-Christian. For Cossack was considered a disgrace to have illiterate sons and their daughters they wanted to make happy. When the Cossacks were destined to go to the mortal Kombat, the village did not leave his family to fend for themselves.

Historical experience of coverage of military conflicts of the XVIII century in the mass media
The subject of research is the activity of the mass media. The object of the study is the historical experience of covering military conflicts in the media.
The authors consider in detail such aspects of the topic as ways of influencing the print media on public opinion. It is emphasized that in Russia Peter's time such a mass media was the first printed newspaper "Vedomosti". Particular attention is paid to the study of the period of the formation of the Russian press and journalism, including the military one.
The methodological basis of the research is made up of the principles of historicism, scientific objectivity, systemic and complex nature, which allow one to explore the experience of covering the military conflicts of the eighteenth century in the media.
The main conclusions of the study are the features of coverage of military conflicts of the XVIII century in the mass media.
The novelty of the research is a rethinking of the conceptual foundations, tasks and key directions, as well as the role of the media in the sphere of influence on public opinion.
