On the question of the unity of education and upbringing: institutional discourse

The article is devoted to an actual pedagogical problem concerning the interaction between the upbringing system and the education system. The thesis about the inseparability of one system from another is substantiated. It is shown that the problem of interaction between upbringing and education is not limited to theoretical aspects, the search for its solution has a direct practical meaning. At the level of the state and society, such searches have reached the upper institutional level. The main milestones in the evolution of conceptual approaches to the synthesis of education and upbringing are noted, changes in the views on this issue on the part of the leading authorities in post-Soviet Russia are recorded. The most significant regulatory documents related to the designated topic became the basis of the study.

The pedagogical collapse of UNESCO ideas

After the end of the Second World War, the states came out in favor of preserving the state of peace and stability thanks to the tireless activity of the established in the mid-1940s. international institutions. One of them was the United Nations Educational, Scientific and Cultural Organization - UNESCO. With its name, this structure asserted the values of education, science and culture, and therefore it had to follow the pedagogical and educational paradigms underlying them. However, this pedagogical basis was by no means always visible in the actions of UNESCO, including the one developed in the early 1990s. the concept of a culture of peace. The pedagogical collapse of this international organization was manifested in the fact that its true penetration into the essence of the culture of peace did not happen, and therefore it remains a surrogate for the culture of war, crippling both the individual and all of humanity.

The revival of the Cossacks in the system of patriotic education of youth

The purpose of the article is to consider the socio-cultural experience of Cossack culture, its specifics and relevance. Cultural heritage plays an important role in the formation of a unified society, since it is it that is the decisive factor in assessing the cohesion of the nation. The experience of the Cossacks in organizing military-patriotic education of young people, the revival of their spiritual and cultural traditions is considered as relevant and in demand today. The cultural traditions of the Cossacks carry out the continuity of generations that determine the unity of the Cossack culture in history, bearing the core of the Cossack ethnos.

Tools for assessing the results of research work in the conditions of digitalization of science and education

Evaluating the effectiveness of scientific research is becoming an increasingly important task in the era of digitalization, free access to information and diversification of specialized networks. Currently, a large number of individual and institutional websites are available that allow the global scientific community to get acquainted online with current research projects, published articles, information about past and upcoming conferences, and consider opportunities for cooperation. The article provides an analysis of the evaluation of the effectiveness of scientific research through bibliometric and scientometric indicators. Networks and online research tools are analyzed with a focus on the bibliometric indicators they provide. Web platforms for scientific research are presented, allowing the creation of profiles of researchers.

Independent work of higher educational students as an essential component in the practice of forming and developing necessary competences in the conditions of the implementation of new educational standards

The article analyzes the practices and trends in the organization and development of independent work of students in the context of the implementation of new educational standards with an emphasis on the competence-based approach in education. The authors present both theoretical substantiations of the role of this work, and the results of personal observations of the organization and implementation of independent work of students at the KSU. K.E. Tsiolkovsky, confirming that independent work of students can lead to good results and high performance, provided that the quality of its organization is improved, the involvement of all subjects of the educational process, through personal and professional growth, through the use of modern methods, resources and means, on the basis of educational and scientific research platforms.

Kosygin in the context of the "Kosygin" reform: plans and their crash

The features of the political and party preparation of reforms in the sphere of the Soviet economy in the mid-1960s are considered. Their ideological inspirer was the outstanding statesman, head of the Council of Ministers of the USSR A.N. Kosygin. The decisions of the plenums of the Central Committee of the CPSU, the speeches of Kosygin himself, which revealed the content of the task of the upcoming reform, based on the expanded use of economic incentives, are analyzed. The role of Kosygin in the reform named after him, the reasons for the collapse of the plans are shown.

The ideal of service formation among the Russian nobility in the second half of the 18th century

The article analyzes the ideal of service formation methods among the Russian nobility in the second half of the 18th century. The state influenced the formation of the nobleman's value system throughout his life: in adolescence, the state determined the main trends in the education of the nobility elite, who found themselves in state educational institutions. After that the state determined the process of serving, receiving new ranks and awards. The key feature is the perception of the award receiving method, on which its semantic content depended.

Electric alarm automatic device as the beginning of technical progress of fire and emergency notification in the capital of the Russian Empire

The article analyzes the beginning of technological progress in the notification of fires and emergencies.
The relevance of the article is due not only to the importance of technical progress in the system of notification (notification) of fires and emergencies, but also in general in the development and improvement of the fire service at the present stage of development of society.
The purpose of the study is to identify the accents of the main directions of technical progress aimed at the effective creation and development of modern fire and emergency notification systems, using the historical experience of the introduction of technical means in fire protection.
The analysis of technological progress has shown its positive role in extinguishing fires and eliminating emergencies during the study period and, of course, it is relevant at the present time.

Peasant self-government in the Russian Empire: on the pages of the book S.G. Alekseeva (1902)

The article summarizes the features of self-government among peasants in Russia, considered in the work of the Russian historian and publicist S.G. Alekseev, which was published in 1902. A comparison is made with the level of self-government in rural settlements of modern Russia. With this in mind, the emphasis is on the development of peasant self-government, mainly in the 19th century. It is noted that both then, in 1861, and in the early 1990s. similar mistakes were made, and in this sense, the proposals of S.G. Alekseev on improving peasant self-government deserve careful study.

Desovetization in the context of the confrontation with the Russian Federation

The object of the study of this article is the process of desovetization in the countries of the former Union of Soviet Socialist Republics. The subject of the study is desovetization in the context of the confrontation with the Russian Federation: the expansion of NATO eastward after the collapse of the USSR, the formation of a «political vacuum» in the republics of the former Soviet Union, the glorification and rehabilitation of Nazism and the filling of the «power vacuum» with nazism. This study is based on the theory of political realism, which defines international relations as a constant confrontation between States advocating their national interests. The authors actively use analytical, institutional and problem-chronological methods.
The main conclusions of the study are the identification of features of desovetization in the republics of the former Soviet Union, the definition of the process of identification of the Russian Federation with the USSR, the formation of a «political vacuum» and the rehabilitation of Nazism.

Cossack villages in eastern Black Sea region: on history of formation of Shapsug coastal foot battalion

The article analyzes some problematic issues of the Cossack development of the Eastern Black Sea region. On the basis of documentary and primarily archival materials, the features of the settlement, development and economic arrangement of the villages that were part of the Shapsug coastal foot battalion are considered. A retrospective look at the functioning of coastal Cossack settlements allows one to identify the main trends in the formation of settlements of the Kuban Cossacks. The study of settlement formations is an integral part of the conceptualized history, a relevant and largely interdisciplinary part called today "the studies of everyday life", with a diverse set of factors: geopolitical, socio-economic and natural-geographical.
The author comes to the conclusion that the settlement of the region had a security and guarding purpose. As the coastal villages took root, the population gravitated toward economic development and an increase in material well-being.

The concept of "regional bilateralism" in the new European agenda

The article is devoted to identifying the role of the Franco-German Tandem in strengthening and further developing the process of European integration within the European Union. The relevance of the topic of the research is determined by the need to find an answer to the question of the necessary conditions for maintaining the balance of the European integration system after the UK's withdrawal from the European Union and the destruction of the conventional "triangle" of leading European states, which formed not only the foreign policy course, but also the strategy for further development of the European Union as an integration association and a political union. The aim of the study is to confirm one of the postulates of the concept of "regional bilateralism" on the emergence and successful functioning of the "alliance within the alliance", which is expressed in the deepening of France and Germany as actors of contemporary international relations within the existing integration association represented by the European Union. The theoretical and methodological basis of the study is based on the concept of "regional bilateralism", in the framework of which four indicators have been identified, on the basis of which the deepening of cooperation within the Franco-German Tandem will be investigated. The conclusion of this article will present the findings of the study and confirm the authors' hypothesis of a "relationship within a relationship" and the deepening of cooperation in the Franco-German Tandem.

The attitude of Georgian society and the influence of the Orthodox Church towards European values

The article deals with such problems as the process of democratization of Georgia, change of regimes, transformation of public opinion and mentality. European values, the attitude of the church and the conservative part of the population in the conditions of modern realities are described.
Emphasis is placed on the creation and strengthening of state institutions within the country. The liberalization process is divisive in society on various fronts, including open demonstrations by minorities. In response to the parade of minorities, on the initiative of the patriarch of whole Georgia, Ilia II, a day was created - the strength and holiness of the family. Thus, the church emphasized the importance of those traditions and abutments that the Orthodox Church adheres to, as well as part of the Georgian society.

The battle of the Ural cossacks near Ikan against the historical background of the defense of Rorke's Drift: a comparative analysis of the Russian and British experience of commemoration of military exploits

The article deals with two episodes of military history characterized by heroic confrontation in the face of an overwhelming numerical superiority of the enemy: the battle near Ikan in 1864 (during the Russian conquest of Central Asia) that glorified the Ural Cossacks and the battle of Rorke's Drift in 1879, which became a subject of national pride for Britain (during the Anglo-Zulu War). The author's attention is focused on a comparative analysis of the features and consequences of the Russian and British historical experience of commemorating these military exploits that are relevant to the present.

Diplomacy of Iran in the face of sanction pressure: the case of ASEAN

Relations between Iran and ASEAN have huge potential, provided both parties are willing to find ways to actualize this. Iran’s “Look East” policy is driven by the need to evade sanctions, avoid diplomatic isolation, and find new markets. ASEAN’s interest in Iran is driven by its desire to increase strategic importance through multiple engagements with diverse actors. Iran signed the Treaty of Amity and Cooperation (TAC) with ASEAN in July 2018, paving the way for improved diplomatic, cultural, and non-traditional security and economic relations. While there is a high potential for Iran and ASEAN to build their bilateral ties, challenges such as Western pressure, sanctions, and limited resources limit what can be done to enhance potentially productive Iran-ASEAN relations.
