Problems of developing a regulatory framework in mass sports using kettlebell lifting as an example

The life cycle model proposed by Adizes – Yitzhak, a leading specialist in the field of improving the efficiency of companies, has the following stages of origin: infancy, the stage of highest activity, youth, heyday and the stage of an aging company (according to Adizes). The stage of difficulty and aging in all companies is almost the same, the differences are only in the intensity and scale of the ongoing processes. This model can be attributed to any human activity, and sport is no exception. Speaking about sports, the authors considered its managerial component, namely, sports federations. The main task of the federations of a particular sport is to develop and popularize them, as well as to prevent and anticipate the aging stage at the necessary time, while remaining at the stage of the highest activity in Adizes. Effective governance is the defining role of sports federations.

CELAC, the EU and China: the dynamics of international engagement

Current global challenges such as climate change, increasing migration flows, and the need for digital transformation of the economy require enhanced international co-operation. The article examines the role of cooperation between the Community of Latin American and Caribbean States (CELAC), the European Union (EU) and China in addressing these challenges. The main objective of the paper is to explore the current directions and prospects of interaction between these international actors, as well as to assess the contribution of Mexico, as one of CELAC's key actors, in strengthening the partnership between the regions.
The methodological framework of the study includes a document-based analysis of interregional relations, a comparative approach and a systemic analysis. Particular attention is paid to key initiatives launched by Mexico in the context of CELAC and their impact on strengthening co-operation with the EU and China. The paper emphasises the importance of a multilateral approach that includes strategic partnerships in areas such as climate change, sustainable development, science and technology, and social and economic reforms.
The study reveals that the EU and Latin American countries share not only historical and cultural ties, but also common interests in sustainable development. The interaction with China, in turn, is characterised by active investment flows as well as joint projects in agriculture, the digital economy and infrastructure. The results show that these relationships are expected to deepen further in the future, providing the regions with new opportunities for sustainable economic growth and social inclusion.
The work emphasises that the most important areas of cooperation in the near term will be in the areas of green energy, technology exchange and agricultural development. The fight against climate change and support for multilateralism remain key challenges, opening new horizons for strengthening Latin America's position in the international arena.
Keywords: international cooperation, CELAC, European Union, China, regional integration, sustainable development.

Weaponization of migrants: the case of Belarus

The weaponization (instrumentalization) of migrants is the use of migrants as a tool of pressure to achieve political or economic goals, seeking to obtain concessions from the recipient country of migration flows. In the modern world, migration processes are becoming not only a socio-economic, but also a political tool used by various international actors in the framework of geopolitical confrontation. This study is devoted to the analysis of the migration crisis of 2021 on the Belarusian-European border and its interpretation in the context of international relations. The mechanisms of regulating migration flows, the political aspects of the crisis, as well as the actions of the European Union aimed at its resolution are considered.
The purpose of the work is to study the case of Belarus as an example of government involvement in complex migration management processes, including under conditions of external pressure. The research uses methods of comparative analysis of regulatory legal acts, official statements of European and Belarusian politicians, materials from international organizations and media publications. The interdisciplinary approach allows us to consider the problem through the prism of international relations, security theory and migration policy.
The analysis shows that the European Union is faced with its own internal contradictions in the issue of migration policy. Instead of developing a constructive dialogue with Belarus and jointly searching for solutions, the EU chose the path of sanctions pressure, which only worsened the crisis and led to a further escalation of tension. The study demonstrates that the crisis of 2021 was not so much a consequence of Belarusian policy as the country's reaction to economic and political restrictions imposed by the West. In addition to the humanitarian tragedy that has occurred, an example has emerged of how migration can be used as an instrument of political pressure. The author concludes that in order to prevent such situations in the future, it is necessary to reconsider the European approach and reforms in the field of migration, abandon the policy of double standards and establish a dialogue with neighboring countries based on equal interaction and mutual respect.
Keywords: Republic of Belarus, migration crisis, European Union, international relations, political pressure, sanctions, hybrid threats, security, migration policy.

Economic transformations in the USSR in the mid-1960s: amendment of planning and other principles did not give the expected results

The Soviet economy of its very beginning developed based on the Marxist political and ideological platform, the essence of which, if simplified, was that the means of production, including the Earth, should belong to the people in the person of the socialist state; In general, the economy was supposed to work on a planned basis under centralized management; Revenues are distributed between members of society in such a way that there are neither poor nor rich citizens. However, to the line of the mid-1960s. In the economic development of the USSR, such large -scale problems appeared that the ruling elite considered it necessary to implement economic reforms, called the “Kosyginsky” (A.N. Kosygin - the chairman of the Council of Ministers of the USSR at that time). Corresponding adjustments to the economic strategy of the USSR were initially approved in the leadership to action in party-government decisions. The article focuses on changes in issues of planning the economic activity of socialist state enterprises. It is noted that the enterprises received additional independence in this regard, in particular, they received the right to develop draft plans for their activities, but these projects were not final - they were approved by higher authorities. Restrictions were also introduced to receive additional orders if they could prevent the implementation of the established planned indicators. And in general, the leading attitudes of the reforms under consideration did not reflect the real situation in the economy, where there was a desire for greater economic independence, which was proposed by reforms. As a result, it was not possible to combine an effective economy and communist ideology, which showed the collapse of the USSR in 1991.
Keywords: Soviet state, reforms A.N. Kosygin, co-social enterprise, planning, economic independence, ideology.

Evacuation of the Arsenal from Moscow during the Patriotic War of 1812

Objective. To conduct a comprehensive analysis of the measures taken by the authorities to evacuate the Arsenal from Moscow.

Procedure and methods. The leading research method was systems analysis. Using this method, a comprehensive analysis of the archival materials of the 160th OPI GIM collection was conducted, and the disparate historiography in the ideological context on the issue of the evacuation of the country's main military storage facility in 1812 was studied.
Results: during the study, the total burden of artillery property in the Moscow Arsenal was established at 161,888 poods. For the evacuation in this case, according to the OPI GIM materials, 6,415 carts were required. Thus, a historiographic error was revealed regarding the total number of carts, since many historians believed that 6,475 carts were required. As for the disputes in the historiography regarding the decision to evacuate weapons stockpiles, this process was constantly postponed due to a number of factors. From the OPI GIM material it was established that there was no order from the Moscow authorities for the Moscow Civil Governor, which led to a delay in the delivery of materials necessary for the evacuation. However, it was found out that preparations for the evacuation began on August 18.
The theoretical and/or practical significance lies in the fact that despite the abundance of historiographic sources on the evacuation of the Arsenal from Moscow, there remain controversial issues about the amount of property left and saved, as well as the exact time and day of the start of the evacuation. This article has summed up the general historiographic results.
Keywords: war of 1812, Moscow arsenal, artillery depot.
